I've heard tales about installers who would deliberately skip some rows in nailing. In this case it sounds like their nailer/stapler ran out of fasteners and kept on firing. Mine will do that. That floor has no integrity and i would veto a simple sand / finish remedy. |

I say "sand the floor".
If it works, fine. If it does not work;;; not so fine. This gives the Inspector a second inspection, no matter what happens. |

Gotta love those moisture intrusion jobs. I wouldn't sand it...it doesn't even look like a solid product.
